Job Description


The Office of the City Administrators (CAO) Human Resources (HR) division is hiring an innovative, forward-thinking, and solution-oriented Division Director of Recruitment and Operations . Reporting to the Human Resources Director, the Division Director of Recruitment and Operations will provide strategic and day-to-day oversight over major HR service areas including talent acquisition (examinations, hiring, operations) and payroll services.

Position Responsibilities



  • Serve as a human resource strategic business partner for the CAOs 25+ divisions including the Citys Department of Technology, the Real Estate Division, the Office of the Medical Examiner, Animal Care Control, the Office of Contract Administration, and others; collaborate with the leadership team to align and execute HR strategies in support of business objectives.

  • Direct and oversee the talent acquisition (exams, hiring, operations), and payroll services teams. Coach and inspire the teams to improve leadership capability, strategic insight, and workforce solutions.

  • Develop and lead efforts in workforce planning, recruitment, and retention and enhance operational efficiencies and processes.

  • Use a data-driven approach to assess and prioritize hiring and retention strategies, and other HR operations metrics.

  • Adapt to nimble processes - always looking for process-improvement opportunities.

  • Partner with Citywide agencies in developing a talent acquisition strategy for the various divisions within the CAO.

  • Develop, implement, and monitor adherence to various HR policies and procedures, civil service rules, Memorandum of Understanding, and practices.

  • Support CAOs mission, values, and ethics policies, and inclusion and diversity initiatives.

  • Perform other related duties as assigned or required.

Minimum Qualifications


Education : Possession of a baccalaureate degree from an accredited college or university.

Experience : Five (5) years of verifiable professional level experience in recruitment and selection, employment life cycle management, workforce planning, HR consulting, or HRIS/people analytics, of which three (3) years must include supervising professionals.

Substitution :

Education Substitution : Additional qualifying experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One year (2000 hours) of qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Experience Substitution : A Masters Degree in Human Resources, Public Administration, Business Administration, Industrial/Organizational Psychology, Management, Business Information Systems, Juris Doctor (J.D.), or closely related field may substitute for one (1) year of professional non-supervisory experience. (Note: the advanced degree cannot substitute for the supervisory experience)

Desirable Qualifications



  • Experience with or overseeing the use of workforce analytics to deliver data-driven recommendations that improve performance, retention, and the employee experience

  • Knowledge of and experience in human resources in a civil service, merit-based and unionized work environment

  • Experience in process improvement work and change management

Compensation information: $80,450 - $102,650 (hourly) / $167,336 to $213,512 (annually)
