Emergency Medical Services Agency Specialist - Department of Emergency Management (2533)

The San Francisco Department of Emergency Management (DEM) manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grant distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency.

The current position is located in the Emergency Medical Services Agency (EMSA) which provides oversight for the Emergency Medical Services System in SanFrancisco. The EMSA directs, plans, monitors, and evaluates the San Francisco EMS System in collaboration with system and community providers. This includes medical control, policy decision-making, and disaster response with regulatory scope from the 9-1-1 medical call until transfer of care at a hospital. Under general direction, the Emergency Medical Services Agency (EMSA) Specialist oversees, plans, and monitors EMS System programs, trainings, standards and policies to ensure compliance with state regulations and the City and County of San Francisco protocols and guidelines related to EMS Systems and is responsible for the implementation of EMS System programs.

Essential duties and responsibilities include but are not limited to:

Develops, designs, coordinates, implements, analyzes and monitors standards, protocols, policies and services for the EMS System, and functions as key liaison concerning standards and policies for prehospital service providers, first responders, hospitals, including the base hospital, and communications agencies within the Emergency Medical System in the City and County of San Francisco.

Coordinates and monitors the EMS System, including studies and audits; investigates and responds to complaints of emergency medical care standards.

Reviews and approves local training programs within established legislated standards; coordinates education and training programs, conferences, paramedic peer reviews, and ride alongs and preceptor programs; creates instructional content, exercises and activities for EMS partners to implement changes in policies and procedures; and sets criteria for performance and assessment.

Coordinates the certification and local accreditation processes of prehospital personnel and assists the Medical Director in the certificate review process.

Develops and disseminates information about the EMS agency newsletter and events calendar; assists in special projects such as public awareness campaigns.

Coordinates medical disaster planning, supply and equipment standards, and the inspection and procurement processes. Maintain equipment and coordinate procurement process.

Coordinate and review medical plans for special events and participate in multi-agency coordination planning.

Coordination of ambulance permitting and inspection process.

Participate in field deployments such as responding to emergencies, occasional audits, and pre-planned events to an emergency/department operations center environment or through field response and/or command posts.

Review, collect and analyze data and research information to support quality improvement initiatives, update and revise policies and protocols.

Participate in site visits and ride-along of Emergency Medical Service (EMS) system participants.

Perform other related duties as assigned.

How to qualify

Minimum Qualifications
Experience :Three (3) years of field or clinical experience as an Emergency Medical Technician-Paramedic (EMT-P), Registered Nurse, or Physician Assistant; OR four (4) years of field or clinical experience as an Emergency Medical Technician (EMT).

License and Certification: Possession of a current, valid license or certificate as a Registered Nurse, Emergency Medical Technician-Paramedic (EMT-P), Emergency Medical Technician (EMT), or Physician Assistant in the State of California; AND

Possession and maintenance of a valid Drivers License (a valid California Drivers License is required at the time of appointment.

Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

Experience working in an EMS administrative or quality improvement role at an EMS Provider Agency, Local/State EMS Regulatory Agency.

EMS policy development or data analysis.

Specialty care experience such as Community Paramedicine, Critical Care, Trauma, Stroke, STEMI, or Pediatrics.
